A new state
The Concord Crown is governed through overlapping human and Veyr institutions, not a single triumphant decree.

BOOK TWO
The conquest is over. Living under its terms has just begun.
The second novel opens where a political surrender becomes an enforceable reality. Nereth and Rovan enter a marriage of unequal power, while the Black Concord binds two states to a common future neither experiences in the same way. Survival is no longer the only question. The new order must be governed.
The Concord Crown is a composite state, not a magically healed kingdom. Edrane retains provincial government, civil courts and ordinary administration, but it no longer directs foreign policy or Veyr military power. Crown Wardens, census offices and the Red Tithe turn an abstract pact into decisions that affect families, farms and hospitals.
Rovan remains responsible for bread, roads, sanitation and public order. That work matters: a conquered population needs institutions even when those institutions are subordinate. Nereth rules from a position of victory, yet every attempted reform tests the stability on which her people depend.

The evolving bond between the two sovereigns is adult, deliberate and complicated by duty. Personal trust has to be negotiated within a public structure that is not equal. Attraction does not erase the conquest; care does not absolve the conqueror.
The novel also examines resistance, institutional fracture and the people caught between rival versions of justice. The conflict is no longer only the fate of a throne, but the kind of society that victory makes possible.
The Concord Crown is governed through overlapping human and Veyr institutions, not a single triumphant decree.
The Red Tithe, Return and regulation of Veyr survival create moral choices with daily consequences.
Love and political obligation are distinct. Neither sovereign escapes responsibility simply by growing closer.

Read Book One before Book Two. The political conflict, the historical revelations and the rulers’ relationship are designed to unfold in that order.
This is the second volume. It begins after the surrender and follows the governing of the new order.
